This would mean that a country, other than Ukraine carried out the action.

Consider:
If NATO carried out the action, then this is direct military action by NATO against Russia.

Should NATO assign blame to Russia for destruction in the "territorial" waters of Denmark and Denmark is a NATO country,
then that would be a Russian attack on a NATO country.

In either case, the physical, destruction of war, has slipped the boundaries of Ukraine and now includes NATO countries as direct participants.

Of course, I am certain all NATO members were consulted and are in complete agreement.

There is a series of Russian non lethal pistols built on the Makarov. I would be very intrigued to see how the pistols were modified to accept standard 9mm Mak ammo. At a minimum they would have to be rebarreled and need a new recoil spring. This wasnt someone angry guy who just flipped his lid. It was deliberate and planned. There are at least 20 mags on that school desk and I am assuming he went through a few during the rampage. That ammo and those mags arent just lying around everywhere in Russia and even the non lethal pistols are hard to get. We will never know the truth.

Sweden and Denmark registered strong underwater explosions in the same area as the gas leaks on Monday. As many as 30 measuring stations picked it up in southern Sweden.

Another two AIS/radio beacons are also active some 32nm NE of Bornholm Island. They came online some 7 hours after the initial one. All three beacons belong to Denmark and appear to have been airdropped. In short: There are at least 2 gas leaks, and both occurred yesterday.
