According to the press conference, they gave 15 minutes of recording of warning. A call to 911 was placed that said there was gunfire at that location, when the police rolled out, the RV was emitting the warning, they quickly evacuated the area, then the RV blew.
It was in a business and restaurant district, on a holiday in the early morning hours, where no one was at work, in front of the AT & T data center. This had a specific motive behind it. I doubt it was ME. It had to be domestic with some sort of political or personal motive. I doubt it was taxes.
According to the eyewitness accounts they gave 35 minutes of warnings and then another 2 minutes of evacuate now... The eye witness accounts are on this thread.. One Person lived right across the street Three different Gun shot events close together then 20 mins of evacuation message then 15 mins of there is a bomb leave now then approximately 2 more minutes of evacuate now ...

UPDATE: Whoops, I misread the quoted post above.
It was made to blow upwards. I think I got it confused from a previous post about the square on the sidewalk, in regards to the basement.
Then the question is, what was in the basement that someone wanted to destroy?

My bad. I reran the video and saw that the voice stopped a few miliseconds before the explosion.
I guess when I was recording it, there was lag, or my computer was lagging while replaying it. :/

The PA message was attempting to prevent injuries. I think they were instigating something for someone else to finish.

Haven't seen the cosmetic details, so no opinion on that. Zero leveled buildings from what I've heard, and not even serious structural damage. Bunch of windows and some bricks. That's a pipsqueak. A loaded RV should have been able to do much more. Either they didn't want to, or they got the mix wrong.

Couldnt be, because it was accompanied by a 911 call reporting "shots fired" on the same block, which drew the cops to the location of the RV. So unless their watch was also off and they had no sense of time themselves, they knew it was 6:30 AM
Those are holes blown into the sidewalk or possibly access plates for something under the sidewalk The bomb went off right on top of them right next to the building
