The list of "who"s would have to include the ME players, as we're ratcheting up there as we speak, The deep state players and their proxies, and lone wolves and weirdos "radicalized" by any of the many flavours of rhetoric out there.
I lean now to the ayers/weather underground/antifities because it was ineffectual in actual damage to life, they're big users of the explosions, and because some of the reports of how the police were on scene points to the antifa type anti police motives.
Though the ME is ready to catch, they know how to do IEDs and what purpose would be served by burning their resources to put out an ineffectual one?
Could also, sad to say, be a leftie posing as a rightie, or rightie posing as a leftie, or an evil skin sac posing as a human, all motivated by the desire to get the party started and tar their political opponents.
Could also be deep state warnings to other factions, but again, why spare the lives, it's not like they actually care.
Ask me again in 10 minutes, the answer will undoubtedly have changed- :: shrug :: It also goes without saying that many, most, or almost all of these groups are really posers / infiltraters

This is huge. Cops are stupid about explosives, very few of us got any real training on them. If they saw something it was obvious. This is bad. I have seen street cops call the bomb squad on obvious dummy grenades and such, only to show up and see there was no hammer and a hole in the bottom.

FWIW son speculated that they got A.M. and P.M. backwards and intended to blow it when the restaurants on the street were full ( classic jihadi targeting restaurants) or they were monitoring the scanners and when the call came in for the suspicious vehicle they decided to blow it when the cops showed up.
I don't think that was a police message I think that was the RV telling people to evacuate Police Never cause panic... and always want to avoid lawsuits ...

that's what i figured, but with the way things have been lately......i have to ask, ya know?
With this report We can assume that the bombers did not want to kill people they didn't want to kill first responders and they were targeting something specific I'm wondering I'm going to start looking to see if it was a shaped charge to go into the ground and disrupt some sort of cables fiber optics or data center....

Very possible that the cops received a braggart phone call hoping to lure in LEO - and/or that there was an inside man who got a warning out. We will probably never know any details now that the Feds have taken over.

That would explain how the RV was suspicious.
