This just gave Putin the complete public support he needs to do whatever he determines needs to be done.

IMHO I don't see them doing that. They have been wearing out, and killing Ukrainians by the thousands with drones and artillery. They sent 150 guys across the border into Russia and plant a Ukraine flag, and take a picture. All but 9 were killed, for a PR stunt.
They don't need nukes, just march. Everything between where they are now and the Dnieper River is wide open. They sent 44 missiles/drones in over the last day or so, into Kyiv and took out the power grid for a while. Just anti up.
All Russia needs to do is get serious, and stop the tit for tat. And this may do it.

He got voted in for the work he has done for Russia so far. Not full popular support on the Ukraine war and a massive further escalation.
This will give him that support regardless of who did the actual attack.

Folks seem to forget an attack in Moscow, courtesy of the Chechens, where hundreds were killed in an FSB counter attack, against hundreds taken hostage in a theater. A supposedly benign gas was used- again, killing hundreds…

Regardless of what’s in the news now, Putin has received a major setback. He will blame whomever he can, to break back to the war on Ukraine, not Islamic terrorists, or even dissident groups spinning up in Russia.
