North Korea artillery fire hits South island

SEOUL (Reuters) - North Korea on Tuesday fired dozens of artillery shells at a South Korean island, setting buildings on fire and prompting a return fire by the South, Seoul's military and media reports said.

Seoul's YTN television quoted a witness as saying 60 to 70 houses were on fire after the shelling.

The military confirmed the exchange of firing, without providing more details.

, said Col. Lee Bung-woo, spokesman at the South's Joint Chiefs of Staff (JCS). The South's military responded with its own artillery fire.

About 50 N. Korean shells landed on Yonpyong Island and its shore.
Houses destroyed and fire broke out.

Military reports that the shells were fired from Kaemori shore artillery base in N. Korea.
S. Korean military fired 30 shells in return.

A resident in the island said, in a telephone conversation with YTN(SK cable news network,) “50 shells landed near a village and military bases. The place is completely destroyed. Flames are everywhere and fire engines are putting out fire. Tens of houses were burned down.”

South Korea says it has returned fire after claiming around 200 North Korean artillery rounds hit one of its islands.
Seoul says the country is on its highest non-wartime alert and F16 fighter jets have been scrambled to the island.

Around 60 to 70 houses were ablaze after the shelling, according to a witness.

Two people were injured while another report claimed four soldiers were hurt.

The rounds landed on Yeonpyeong island and also went into the sea near the countries' disputed western border.

South Korea says its troops then returned fire.

Between 1,200 and 1,300 people reportedly live on the island. TV pictures showed black and white smoke rising from the location.

The firing comes amid tension over North Korea's claim that it has a new uranium enrichment facility.

The countries' western maritime boundary has long been a flash point between the two Koreas.

The North does not recognize the border that was unilaterally drawn by the United Nations at the end of the 1950-53 Korean War.

North and South Korea have fought three bloody skirmishes near the maritime border in recent years, most recently in November 2009.

SEOUL, Nov. 23 (Yonhap) -- President Lee Myung-bak on Tuesday convened an emergency meeting of security-related ministers to discuss countermeasures against North Korea's abrupt artillery attack on a South Korean island near the inter-Korean western sea border, presidential aides said.

Ahead of the arrival of Cabinet ministers at the presidential office Cheong Wa Dae, Lee was meeting with his senior secretaries over the North Korean provocations, according to the aides.

Earlier on Tuesday, North Korea reportedly fired about 50 artillery shells toward the South's Yeonpyeong Island, wounding at least four South Korean soldiers and destroying properties on the island in the Yellow Sea.

Cheong Wa Dae spokeswoman Kim Hee-jung told reporters that the Seoul government was now looking into the exact motive behind the North's sudden artillery attacks.

"Our Navy was conducting a maritime exercise near the western sea border today. North Korea has sent a letter of protest over the drill. We're examining a possible link between the written protest and the artillery attack," said Kim.

BBC - This western maritime border has been the scene of numerous clashes between the two Koreas in the past. In March, a South Korean warship went down near the border with the loss of 46 lives. International investigators say a North Korean torpedo sank the ship, although Pyongyang denies any role in the incident.

-- President Lee Myung-bak on Tuesday instructed his senior secretaries to take measures to prevent the escalation of a west sea armed clash triggered by North Korea's abrupt artillery fire.

"(We) should carefully manage the situation to prevent the escalation of the clash," Lee was quoted as saying by his spokesman before presiding over an emergency meeting of security-related ministers at an underground bunker of the presidential office.

If North Korea was intent on a full-scale fight, it would not open a conflict in this sort of piecemeal fashion IMHO. North Korea could have invaded and overtaken Yeonpyeong if it were serious. This has long been a concern. Now overrunning the island would be more difficult since ROK forces are fully alert. Likewise, a full-scale North Korean invasion of South Korea is more difficult because tactical surprise is gone. Nevertheless, if South Korea were to respond aggressively this could be used as a casus belli and might be what Pyongyang is fishing for.
