The Northeast Gasoline Supply Reserve (NGSR) is a one-million-barrel stockpile of emergency gasoline that is stored in Maine, Massachusetts and New Jersey. It is part of the Strategic Petroleum Reserve (SPR), which is the world's largest supply of emergency crude oil that can be used to protect the nation's energy security in case of a supply disruption.

The NGSR is scheduled to be sold and closed in fiscal year 2024, which means it will be disposed of and not used as an emergency reserve. This is because Congress has passed a government funding legislation that requires the sale of the entire SPR, including the NGSR, to avoid a shutdown of federal agencies. The Biden-Harris Administration has been sort of trying to replenish the SPR. They have already secured cancellation of 140 million barrels of congressionally mandated sales scheduled for fiscal years 2024 through 2027.

This isn't a good thing for the US.

In 2012, Superstorm Sandy made landfall in the northeastern United States and caused heavy damage to two refineries and left more than 40 terminals in New York Harbor closed due to water damage and loss of power. This left some New York gas stations without fuel for as long as 30 days. As part of the Obama Administration’s ongoing response to the storm, the Department of Energy established the Northeast Gasoline Supply Reserve (NGSR); the first federal, regional, refined petroleum product reserve containing gasoline

Creation of the emergency stock of gasoline was authorized by Energy Secretary Ernest Moniz on June 20, 2014. Secretary Moniz directed the Office of Petroleum Reserves to establish a one million barrel gasoline component of the Strategic Petroleum Reserve in the Northeast. The intent was to create a buffer large enough to allow commercial companies to compensate for the initial impacts of interruptions in supply, but not so large as to dissuade the companies from maintaining stock levels sufficient to respond to routine disruptions or to recognize that increasing prices are an indicator that more supply is needed. A one million barrel emergency reserve would give Northeast consumers supplemental supplies for a few days in the event of a hurricane or other disruption, until existing distribution infrastructure could return to full operation.

Immediately after the Secretary’s June 2014 directive, the Energy Department finalized solicitations to acquire storage service contracts in the Northeast, as well as one million barrels of gasoline stocks. Contracts were awarded in late summer 2014 and the gasoline was soon delivered. The regional reserve has 700,000 barrels of gasoline located in the New York Harbor area, 200,000 barrels positioned in the Boston area, and 100,000 in South Portland, Maine.

The Northeast region of the U.S. is particularly vulnerable to gasoline disruptions as a result of hurricanes and other natural events. Hurricane Sandy in 2012 caused widespread issues related to the availability of gasoline. In response to help build a more secure and resilient energy infrastructure, the Energy Department established the first federal regional refined petroleum product reserve containing gasoline.

To help strengthen regional fuel resiliency in the Northeast, the Northeast Gasoline Supply Reserve (NGSR) holds one million barrels of gasoline:

Releasing Gasoline​

Decisions to withdraw gasoline from the Reserve are made under the authorities of the Energy Policy and Conservation Act (EPCA). The U.S. Department of Energy has developed an online bidding system – an anonymous auction program – for the sale of product from the NGSR. Prospective bidders and other interested parties are invited to try out the system and give us feedback.

You must register to use the system to practice or to participate in an actual emergency sale.
Registration assures that you will receive email alerts of sales or other pertinent news. You will also have the opportunity to establish a user ID and password to submit bids.

If you establish a user ID, you will receive a temporary password by email, which you must then change to one of your own choosing.

The online bidding system is available as a non-binding demonstration. You can use the system to become more familiar with the bidding process in a realistic environment.

The Department plans to run simulated one-day sales, open to all interested registrants. When you register on the next page, you will receive email alerts describing simulations and providing more specific directions.
To register or practice on the demonstration system, proceed to the Northeast Gasoline Supply Reserve Online Bidding System.

In order to be eligible to conduct business with the Federal Government and purchase distillate from the NGSR, all bidder's financial institutions must use the Fedwire Funds Service System. Prior to setting up the Fedwire Funds Service, your institution must have a Master Account with the Federal Reserve Banks.

Once Fedwire Funds Service is established, potential buyers may go to the Northeast Gasoline Supply Reserve (NGSR) auction website and register. Registration ensures that potential buyers receive email alerts of sales in the future.

Well, if they sell it into the US Market it WILL do a nice job on US Gas prices.

If they Do actually DO this I will have to divest my backyard of the barrel of all screwed-up Kero and the gas in the same sad shape and fill a couple of barrels up again. (The AFU bbls are from 1999.....)

That amount is likely too little to move the price down much.

IF you have a nearby station, that offers gas (sans any ethanol)... I have noticed the price, while more than "regular" crap is less than most mid-grades. I drive an older vehicle, and the "lead" additives in the gas actually help my engine.

This is all part of the "New World Order" desire to end war (which you do by casting down your spears) and ending the "means" by which you might pursue war (or defense for that matter.)

Of course there are those who don't or won't end their offensive capability. Putin is the "bad Russian" because he continues to persist in his attempt at a "National Sovereignty" and pursuing policies which encourage that.

And while China SAYS they support the NWO objectives - they really don't. And in fact may end up being the next "policeman for the NWO" after the failure of the US.

It is going to get tough. Owner says currently he has about 5 gallons of kerosene, about 4 gallons of coleman fuel, and perhaps 20 gallons of gas set aside.

He's read here and already has checked Amazon for 5 gallon cans. He looked at this multi buy.


NO amount of gas in reserve is enough. Without a normal supply line, most gasoline powered equipment, lights, and amenities of your current "modern" age are done.

Not to say that the strategic reserve is even a help to you when it is full - its fuel set aside to pursue a war should it be required. And only about 90 days of that.

Now, apparently, government intends to "go out on the free market" to buy fuel to pursue a war.

Good luck with that...

NEW YORK (Reuters) - The Trump administration is proposing to sell off in the coming fiscal year the entire gasoline reserve created in the aftermath of Hurricane Sandy, according to its budget proposal unveiled on Tuesday.

The U.S. Northeast Gasoline Supply Reserve (NGSR) was established in 2014 to minimize the impact of sudden supply interruptions, such as occurred in 2012 during Sandy, the second-costliest hurricane in the country's history.

The gasoline reserve was established as part of the Strategic Petroleum Reserve (SPR). It consists of 1 million barrels of gasoline blendstock and is stored in commercial storage terminals in Maine, Massachusetts and New Jersey.

"The NGSR has not been utilized and does not have the operational functionality that was envisioned post-Sandy," the budget proposal said. It noted that the NGSR's leased commercial storage contracts expire in the early part of fiscal 2019.

Note: The USA consumes an average of 8.8 million barrels of gasoline each day. 1 million barrels of gasoline represent less than 3 hours of gasoline at current utilization rates.

Of course with the economy "slowing" and price of fuel dropping due to decreased economic demand - Joe can claim credit for "saving the hard won dollars of my middle class."

Which is not exactly true - but close enough for KJP to make a point of it among her adoring echo chamber fans.

It does have EXACTLY the point of making the Biden Regime look "credible."

The strategic gasoline reserve was established in 2014 and presumably filled in late 2014 or early 2015 to stabilize supplies in the N.E. due to weather and other disruptions. It was an Obama directive.

Admittedly, I don't know the particulars of how the reserve was managed or needed to be managed but it would definitely have to be managed, and it would be expensive to do. I do know that stored gasoline is no good after about a year; could maybe stretch it another year with some Stabil- but 10 years? It seems to me that it would basically be useless at that point. Anyway, I'm not convinced that getting rid of it is such a bad idea, especially knowing who set it up in the first place.
