OK I gather this is also in the "Q" thread but I'm posting this for real links and real information, my housemate is from Bavaria and she has vetted the video embedded in this article. She recognized the speaker as a German opposition party leader, the channel is the German Version of C Span, and she translated his remarks as: "The 24th of September will be a day we will all remember where we were."
However, as my housemate said, that's it, as yet we have no context for it, she suggested it could be anything from the day rationing (food/energy/gasoline) starts or given the 1.3 billion in derivatives that have margin calls on them it is a Saturday so might be a bank holiday because of a banking crisis.
My housemate also pointed out that the 24 is payday for almost everyone in Europe, especially people paid on the first of the month. The pay is technically on the 25th, so it can be in the accounts of employees by the 1st of the following month.
My housemate is a German water-treatment plant engineer from Bavaria. She also pointed out that the problem with the clip is "we have no context," but the guy sounds like the 24th will be a day that people will always remember what they were doing when the "new" (whatever it is) happens.
Here is the link to the version of the story I have: note I did not post it before because it is Hal Turner and I'll just let people go to the site,
I will try to embed the video however because it is the real story here (as it seems to be real, but without much context).

A legislator in Germany took to the floor of the Bundestag this past week, and let slip a date: September 24.
