Russia has requested a meeting of the UN Security Council over purported U.S. military-biological activities in Ukraine.
Igor Kirillov of the Russian Defense Ministry, and head of the Nuclear, Chemical and Biological Protection of Troops, presented alleged evidence regarding the Pentagon-funded “Biological Threat Reduction” program in Ukraine. Watch:




“We’ve discovered details about Project UP-4, implemented with involvement of laboratories in Kiev, Kharkov, Odessa, and planned for period until 2020. The project’s goal was to research a potential of spread of particularly dangerous infections via migrating birds, including the highly pathogenic H5N1 flu, whose lethality for humans can reach 50%, as well as Newcastle disease,” Kirillov said.

Dmitry Polyansky, First Deputy Representative of the Russian Federation to the UN, reported on the Russians’ request.
“Russian Mission asked for a meeting of Security Council for 11 March to discuss the military biological activities of the US on the territory of Ukraine,” Polyansky tweeted.

Polyansky cited Ministry of Defense documents that allegedly show the operation of a biowarfare research program in Ukraine. Those documents have been obtained by Becker News and translated excerpts from the original Ukrainian and Russian are provided below.

One letter provided by the Russians purported to show “the risk of new infections from insectivorous bats in Ukraine and Georgia.”

“Identification of new viral (coronavirus, filovirus, paramyxovirus, orthomyxovirus, lysavirus) bacterial (Brucella, Leptospira, Yersinia) pathogens significant for human and animal health from bats in Ukraine and Georgia; Investigation of how landscape biodiversity change affects the composition of endemic viral and bacterial agents in bat populations, as well as an assessment of their eco-evolutionary relationship with the occurrence of diseases in humans and domestic animals; Building a sustainable and harmonious system for the early detection of dangerous agents from bat populations in Ukraine and Georgia and their further genomic description.”

The Russian Defence Ministry earlier announced that the United States had poured money into biological research facilities in Ukraine, alleging they may have been used in order to create biological weapons and conduct bat coronavirus-related experiments.

Among the goals of the biological research laboratories in Ukraine suspected of having been funded by the United States was the creation of bioagents that would be capable of targeting certain ethnic groups, the Russian Defence Ministry revealed on Thursday.

"The available documents confirm numerous cases of the transfer of biological samples of Ukrainian citizens abroad. With a high degree of probability, we can say that one of the tasks of the United States and its allies is the creation of bioagents that can selectively affect various ethnic groups of the population", said Igor Kirillov, the head of the Nuclear, Biological, and Chemical Protection Troops of the Russian Armed Forces.

Kirillov said that 350 cryocontainers with blood serum samples were transferred from the Public Health Centre of the Ministry of Health of Ukraine to a reference laboratory for infectious diseases at Australia's Doherty Institute under the pretext of determining antibody titers.

The Russian Defence Ministry has obtained documents confirming that the high-risk biological research in Ukraine is led by US specialists. According to Kirillov, the documents also showed that the US Defence Department funded the biological research in Ukraine.

He also said that Under Secretary of State for Political Affairs Victoria Nuland "indirectly" confirmed American participation in the Ukrainian biological research when she said that Washington was concerned about the Ukrainian biolabs being taken over by the Russians.

The biological research funded by the US in Ukraine, according to Kirillov, included the projects "UP-2, UP-9, UP-10, aimed at studying the pathogens of anthrax and African swine fever". The UP-4 project, in particular, is said to have been in development in laboratories in Kiev, Kharkov, and Odessa, and was scheduled until 2020.

Per Kirillov, the Pentagon was also interested in insect vectors that can spread dangerous infectious diseases.

"The analysis of the received materials confirms the fact that more than 140 containers with ectoparasites of bats - fleas and ticks - were transferred from the biological laboratory in Kharkov abroad", he elaborated.

Most of the documentation related to the research has already been evacuated from Ukraine by the Americans, Kirillov noted.

"According to the available information, the Americans have already managed to evacuate most of the documentation from the laboratories in Kiev, Kharkov, and Odessa, including databases, biomaterials, and equipment to the Lvov Research Institute of Epidemiology and Hygiene and to the American Consulate in Lvov. It is possible that part of the collection will be moved to Poland", he said.

Additionally, biological laboratories in Ukraine and Georgia are working on a project involving bats as carriers of bioweapons, Kirillov said.

Similar concerns were earlier voiced by Major General Igor Konashenkov, the spokesman of the Russian Defence Ministry. He said that the US-funded biological labs in Ukraine were conducting experiments with bat coronavirus samples and studying the possible spread of pathogens via wild birds, migrating between Russia, Ukraine, and other countries in the region.

White House press secretary Jen Psaki has denied that the United States is engaged in the development of biological and chemical weapons in Ukraine.

"This is preposterous. It's the kind of disinformation operation we've seen repeatedly from the Russians over the years in Ukraine and in other countries, which have been debunked, and an example of the types of false pretexts we have been warning the Russians would invent", she said.

According to Psaki, Washington is in "full compliance" with its obligations under the Chemical Weapons Convention and the Biological Weapons Convention and has no plans to develop or possess such weapons anywhere.
Victoria Nuland, whose statements were referred to by Igor Kirillov, said on Tuesday that "Ukraine has biological research facilities" and noted that Washington was "working with the Ukrainians on how they can prevent any of those research materials from falling into the hands of Russian forces should they approach". She, however, did not elaborate on whether the US participated in the biological research in Ukraine.

Russia has intervened, invaded if you prefer, in how many countries during the past 20 years without ever drawing the massive economic retaliation that has been leveled at them over ukraine. It is like the deep state is throwing everything they have except full on world war 3 military combat (they are ginning up support for that now). I wonder why.

March 10 (Reuters) - The World Health Organization advised Ukraine to destroy high-threat pathogens housed in the country's public health laboratories to prevent "any potential spills" that would spread disease among the population, the agency told Reuters on Thursday.

Biosecurity experts say Russia's movement of troops into Ukraine and bombardment of its cities have raised the risk of an escape of disease-causing pathogens, should any of those facilities be damaged.

Like many other countries, Ukraine has public health laboratories researching how to mitigate the threats of dangerous diseases affecting both animals and humans including, most recently, COVID-19. Its labs have received support from the United States, the European Union and the WHO.

In response to questions from Reuters about its work with Ukraine ahead of and during Russia's invasion, the WHO said in an email that it has collaborated with Ukrainian public health labs for several years to promote security practices that help prevent "accidental or deliberate release of pathogens."

"As part of this work, WHO has strongly recommended to the Ministry of Health in Ukraine and other responsible bodies to destroy high-threat pathogens to prevent any potential spills," the WHO, a United Nations agency, said.
The WHO would not say when it had made the recommendation nor did it provide specifics about the kinds of pathogens or toxins housed in Ukraine's laboratories. The agency also did not answer questions about whether its recommendations were followed.

Ukrainian officials in Kyiv and at their embassy in Washington did not respond to requests for comment.
Ukraine's laboratory capabilities are at the center of a growing information war since Russia began moving troops into Ukraine two weeks ago.

On Wednesday, Russian foreign ministry spokesperson Maria Zakharova repeated a longstanding claim that the United States operates a biowarfare lab in Ukraine, an accusation that has been repeatedly denied by Washington and Kyiv.
Zakharova said that documents unearthed by Russian forces in Ukraine showed "an emergency attempt to erase evidence of military biological programmes" by destroying lab samples.

In response, a Ukrainian presidential spokesperson said: "Ukraine strictly denies any such allegation." U.S. government spokespeople also strongly denied Zakharova's accusations, saying that Russia may use its claims as a pretext to deploy its own chemical or biological weapons.

The WHO statement made no reference to biowarfare. The agency said it encourages all parties to cooperate in "the safe and secure disposal of any pathogens they come across, and to reach out for technical assistance as needed." It offered to help wherever possible with technical guidance and coordination.

The United Nations Security Council will convene on Friday at Russia's request, diplomats said, to discuss Moscow's claims, presented without evidence, of U.S. biological activities in Ukraine.

We reported this morning that Hunter Biden is connected to the firms involved in the creation of Biolabs in Ukraine. Hunter’s firm Rosemont Seneca funded much of what firm Metabiota was doing for years.

We also located a number of documents from the Wayback Machine (meaning they have been since deleted off the Internet) that show the Department of Defense investing in the creation of Biolabs in Ukraine with the help of firm Black & Veatch. This firm is connected to Metabiota.

Among the companies listed on archived versions of the firm’s portfolio is Metabiota, a San Francisco-based company that purports to detect, track, and analyze emerging infectious diseases, The National Pulse can reveal.
Financial reports reveal that RSTP led the company’s first round of funding, which amounted to $30 million.
Former Managing Director and co-founder of RSTP Neil Callahan – a name that appears many times on Hunter Biden’s hard drive – also sits on Metabiota’s Board of Advisors.

Since 2014, Metabiota has been a partner of EcoHealth Alliance as part of the U.S. Agency for International Development’s (USAID) “PREDICT” project, which seeks to “predict and prevent global emerging disease threats.”
As part of this effort, researchers from Metabiota, EcoHealth Alliance, and the Wuhan Institute of Virology collaborated on a study relating to bat infectious diseases in China. “Sensitive and broadly reactive RT-PCR assays were performed at Wuhan Institute of Virology, Chinese Academy of Sciences,” the paper notes.

The proximity between Hunter Biden and COVID-19’s origins are almost too convenient.

Among the researchers listed on the aforementioned 2014 paper are “bat lady” Shi Zhengli, the Director of the Center for Emerging Infectious Diseases at the Chinese Communist Party’s Wuhan Lab. The disgraced Peter Daszak – recently recused from the Lancet COVID-19 commission due to several conflicts of interest as a “longtime collaborator” of the Wuhan Institute of Virology – is also listed as an author.
Now we know that Metabiota and Hunter Biden are also connected to the Biolabs in Ukraine. InfoWars added some more connections.The DOD Black & Veatch project included the building of labs in Ukraine, Azerbaijan, Cameroon, Thailand, Ethiopia, Vietnam and Armenia.

In 2014, a firm called Metabiota, which specializes in detecting, tracking, and analyzing potential disease outbreaks, signed an $18.4 million federal contract as a subcontractor for Black & Veatch in Georgia and Ukraine.

The pair even share an office in Kiev, according to a job advertisement posted by Black & Veatch

Is the real concern behind the Ukraine Biolabs the money that the Bidens and others made in the development of these facilities or is the US covering up these labs due to biowarfare activities or both?

Remember-Russia asked Clinton to help them join NATO and were rejected.

The Ukrainian biolabs are nothing new. They were built during Soviet times and targeted for US "defense conversion" & "nonproliferation security" money through Cooperative Threat Reduction (CTR/Nunn-Lugar) program. The scandal is that they have not been secured after 25+ years.

2) CTR/Nunn-Lugar program allowed Soviet-era weapons of mass destruction programs to continue under certain circumstances, even when US officials were denied the right to inspect what they were funding.

CTR funding was to dismantle nuclear, chemical & bio weapons facilities.

3) I wrote about this in a 1997 exchange with Assistant Secretary of Defense Ashton Carter and other Clinton Administration officials. It included "germ warfare weapons."

4) As early as 1993, I criticized the Clinton Admin's willful ignorance of former Soviet chemical weapons scientists, and the concerns they raised about how US aid was allowing those programs to continue. I interviewed two of the developers of Novichok.

5) There are many political equities here. Some Clinton administration officials involved in the gross failures of the CTR/Nunn-Lugar program that allowed Russia and others to continue to develop nuclear, chemical, and biological weapons remain active in politics & policy.

6) As US senators, Joe Biden and John Kerry supported CTR/Nunn-Lugar funding & opposed any amendments to the law and regulations that would prevent abuses in the former USSR.

It is because of their opposition to stopping these programs that we face some of the messes of today.

7) I interviewed 3 Soviet scientists who developed the Novichok binary chemical weapon: Vil Mirzayanov, Lev Fedorov & Vladimir Uglev. All agreed with my criticisms of CTR/Nunn-Lugar. It should have shut down Novichok by 1994 or 1995.

8) Instead, despite US aid through CTR/Nunn-Lugar, the secret Novichok program continued and advanced.

Putin's agents used a more modern version of Novichok in 2018 to attempt to assassinate former Russian officer Sergei Skripal in the UK.

A group of us got Novichok scientist Vil Mirzayanov exfiltrated out of Russia to the United States before he could be arrested for his revelations. It's a fascinating story with unlikely allies. I am told that he helped US and/or British scientists develop antidotes to Novichok.

Believe it or not, the real credit for exfiltrating Novichok scientist Vil Mirzayanov goes to Greenpeace. Greenpeace did all the heavy lifting. It helped me navigate the Soviet chemical warfare network. One of the many weird stories of the aftermath of the Soviet collapse.

I don’t have any firsthand knowledge of what became of those Soviet labs in Ukraine, but they remained in Russia to produce WMD. I’d be skeptical of whatever Putin’s regime has to say, because its 2018 Novichok attack proves Moscow was still in the chemical weapons business.

So when Trump took office as President they kept this info from him that they had been funding and running these labs in the Ukraine? How much did these labs have to do with the development and posable the release and spread of the corona virus and to make it look like the Chinese did it. So far it looks like the drug manufacture were in on all of this with they're bogus vaccines that does nothing for you but make you sick or even kill you.

“One lab to receive funding is the I.I. Mechnikov Antiplague Scientific and Research Institute, in the Black Sea port city of Odessa. The institute was part of a Cold War network of “antiplague” stations that supplied highly lethal pathogens to Soviet bioweapons factories.”

In 2008, researchers from the James Martin Center for Non-Proliferation Studies in Monterey California noted of the the Mechnikov facility:

“…its management claimed in 2003 that it knew nothing about either the Soviet offensive or defensive [bioweapons] program. We question the second since it was in effect a closed facility until the late 1980s and worked on highly dangerous Group II pathogens and, probably, at least at time on some Group I pathogens since at least 1965. It would make sense if at least one of its laboratories worked on Problem 5 projects.

“Problem 5” was the codename given to the Soviet bioweapons program.

Another report by the James Martin Center revealed disturbing practices at the U.S.-funded facility (emphases added):

The lack of modern biosafety equipment is also raising concern among U.S. officials about the potential for an accidental release of deadly bacteria and viruses. In Odessa, where 44 scientists and about 140 support staff carry out research in the I.I. Mechnikov Anti-plague Scientific and Research Institute, scientists wearing cotton smocks and surgical masks work with lethal microbes that in the West would be locked away in high-containment laboratories and handled only by scientists in spacesuits. The lab’s scientists said their training in handling dangerous materials allowed them to work safely with pathogens without Western-style safety equipment—which they viewed as unnecessary and which in any case they cannot afford. “Many of the institutes are located in downtown areas, and some work with pathogens with windows wide open,” said Sonia Ben Ouagrham, who coauthored the Monterey study with Zilinskas and Alexander Melikishvili.

The news follows Biden State Department official Victoria Nuland telling the U.S. Senate that the American government is concerned about biological research facilities falling into Russian hands as a result of the ongoing conflict in Eastern Europe, despite the department appearing to correct her testimony the following day.

The unearthed article also confirms a previous National Pulse report revealing how former President Barack Obama spearheaded negotiations leading to the lab eventually receiving U.S. government funds as part of a memorandum of understanding with the U.S. Department of Defense.

“The agreement, the result of more than a year of negotiations, was announced by Sens. Richard G. Lugar (R-Ind.) and Barack Obama (D-Ill.) during a visit to the Ukrainian capital, Kiev,” notes The Washington Post.

A separate article from The Irish Times –Odessa Labs Host Deadly Legacy”explains the Odessa-based laboratory’s former connections to the Soviet Union’s biological weapons programs.

Dubbed a “repository of knowledge, equipment and lethal pathogens that could be useful to bioterrorists,” the lab Obama negotiated to receive U.S. funds was highlighted for its inadequate safety precautions.

“The institutes were not officially part of the Soviet bioweapons complex, so they have been ineligible for the tens of millions of dollars given each year by western governments to keep former weapons scientists from selling their expertise. These governments are just beginning to look for ways to help the institutes, and not only because of the bioterrorism threat. In a two-year study of Russia’s biotech industry, a panel of the US National Academy of Sciences recently urged former Soviet republics to modernize the anti-plague labs and integrate them with other global networks working to prevent pandemics,” added the article.


“They often have culture collections of pathogens that lack biosecurity, and they employ people who are well-versed in investigating and handling deadly pathogens,” said Raymond Zilinskas, a bioweapons expert and co-author of a draft report by scholars from the Centre for Nonproliferation Studies at the Monterey Institute of International Studies on the role of Ukrainian labs in Soviet bioweapon efforts

“Some are located at sites accessible to terrorist groups and criminal groups,” he added.

The unearthed bio lab facility follows intense scrutiny over the U.S. government’s decision to fund risky, “gain-of-function” research in Wuhan at a Chinese Communist Partyrun lab with military ties.

Russia has requested a meeting of the UN Security Council over purported U.S. military-biological activities in Ukraine.

“We’ve discovered details about Project UP-4, implemented with involvement of laboratories in Kiev, Kharkov, Odessa, and planned for period until 2020. The project’s goal was to research a potential of spread of particularly dangerous infections via migrating birds, including the highly pathogenic H5N1 flu, whose lethality for humans can reach 50%, as well as Newcastle disease,” Kirillov said.

Dmitry Polyansky, First Deputy Representative of the Russian Federation to the UN, reported on the Russians’ request.
“Russian Mission asked for a meeting of Security Council for 11 March to discuss the military biological activities of the US on the territory of Ukraine,” Polyansky tweeted.

Polyansky cited Ministry of Defense documents that allegedly show the operation of a biowarfare research program in Ukraine. Those documents have been obtained by Becker News and translated excerpts from the original Ukrainian and Russian are provided below.

One letter provided by the Russians purported to show “the risk of new infections from insectivorous bats in Ukraine and Georgia.”

“Identification of new viral (coronavirus, filovirus, paramyxovirus, orthomyxovirus, lysavirus) bacterial (Brucella, Leptospira, Yersinia) pathogens significant for human and animal health from bats in Ukraine and Georgia; Investigation of how landscape biodiversity change affects the composition of endemic viral and bacterial agents in bat populations, as well as an assessment of their eco-evolutionary relationship with the occurrence of diseases in humans and domestic animals; Building a sustainable and harmonious system for the early detection of dangerous agents from bat populations in Ukraine and Georgia and their further genomic description.”

Update: U.N pushed back the time from 10 am to 11am EST.
Friday is going to be a very bad day for the United States. Sixty years ago (yes, I was alive then) the United States roasted the Soviet Union in a UN Security Council meeting convened over the Cuban Missile Crisis. There is an old saying, “revenge is a dish best served cold.” Russia is going to dump a load of frozen food on the United States tomorrow at 11 am by exposing U.S. support to Ukraine over the last 17 years for research into biological and chemical weapons.
U.S. intelligence analysts last week were alarmed when they obtained intelligence showing that Russian Chemical and Biological Weapons units were activated and moving into Ukraine. These analysts knew nothing of what the Department of Defense had been doing in Ukraine in terms of funding military bioweapons laboratories in Ukraine. Without that knowledge, they concluded that Russia was preparing to use chemical and/or biological weapons. Understandable, but wrong.
The Russian units were deployed to secure those bioweapons labs. And in the process of securing them they have recovered a treasure trove of documents showing the United States has violated the international accord governing Chemical and Biological Weapons.
