It's one of those things he does - stop and "spook' at the reporters, or groups of people in general. Kinda like what you do with babies or even the dog. Thinks it's funny. Of course, he isn't very effective, and people who haven't cared for Alzheimer's patients don't understand or read the shuffling gait and uncoordinated, devolving behavior. If they are unlucky enough, they will witness it first hand in somebody they care about some day.
Personally, the whole damned situation makes me ill.

It’s the solid planting of the feet, very slight squat, and grimace, that sells the comment about filling his Depends. Many parents remember that pose from their children wearing diapers , which is then followed by husband and wife looking at each other and having the silent discussion: “your turn; I changed the last diaper”. And Jill walking off just completes the whole scene. Just hilarious.
