If you have ever wondered about the government’s ability to control the civilian airwaves, you will have your answer on November 9th.

On that day, federal authorities are going to shut off all television and radio communications simultaneously at 2:00PM EST to complete the first ever test of the national Emergency Alert System (EAS).

This isn’t a wild conspiracy theory. The upcoming test is posted on the Public Safety and Homeland Security Bureau website.

Only the President has the authority to activate EAS at the national level, and he has delegated that authority to the Director of FEMA. The test will be conducted jointly by the Department of Homeland Security (DHS) through FEMA, the Federal Communications Commission (FCC), and the National Oceanic and Atmospheric Administration’s (NOAA) National Weather Service (NWS).

In essence, the authority to seize control of all television and civilian communication has been asserted by the executive branch and handed to a government agency.

The EAS has been around since 1994. Its precursor, the Emergency Broadcast System (EBS), started back in 1963. Television and radio broadcasters, satellite radio and satellite television providers, cable television and wireline video providers are all involved in the system.

So this begs the question: is the first ever national EAS test really a big deal?

Probably not. At least, not yet.

But there are some troubling factors all coming together right now that could conceivably trigger a real usage of the EAS system in the not too distant future. A European financial collapse could bring down U.S. markets. What is now the “Occupy” movement could lead to widespread civil unrest. And there are ominous signs that radical groups such as Anonymous will attempt something major on November 5th- Guy Fawke’s day.

Now we know in the event of a major crisis, the American people will be told with one voice, at the same time, about an emergency.

All thats left to determine is who will have control of the EAS when that day comes, and what their message will be.

My TV starts bleeping and smoking and talking in a demon voice and I will pop a .45 thru it's screen. :D

My hubby came home and told me his workplace is being required, on November 9, to participate in a national Emergency Preparedness Test, which will originate DIRECTLY FROM THE PRESIDENT IN THE WHITE HOUSE, at 2 pm.

As I wrote back in February, the federal government has decided to conduct the first-ever national test of the Emergency Alert System. Today, FEMA and the FCC announced that the test will occur on November 9, 2011, at 2pm Eastern Standard Time. On that date, the public will hear a message indicating "This is a test," but FEMA and the FCC indicate that the entire test could last up to three and a half minutes.

Because the test is a presidential EAS test, it must be retransmitted by radio and television broadcasters, cable operators, satellite radio service providers, direct broadcast satellite service providers, and wireline video service providers.


Folks, whatever this is, it sounds like much more than your typical EAS test. Take a look at this:

The National-level EAS is a public alert and warning system that enables the President of the United States to address the American public during extreme emergencies. Over the past two years and as part of ongoing national preparedness planning efforts, FEMA, the FCC and other federal partners, state, local, tribal and territorial governments, EAS participants, and others in the EAS community have been working toward making this test a reality.

Now---if the current wealth-envy baiting and race-baiting that this administration is egging on blossoms into a full-scale countrywide rampage, what better means for the President of the U.S. to instantly go on the air and use this means to immediately declare martial law, suspend all normal rights under the Constitution, and usher in the final "change" of his own "Revolution"?

I think it is not for nothing that Washington Insider is leaving town, and taking his family with him.

I can see the need for a nation wide alert system. But the system is already tested on a weekly basis at the local level, isn't it? I don't see the need for this one. Maybe there is one, I guess, just to see if the system works. I'd love to know when the decision was made to conduct this test. That might give us a little more insight.

Meantime, I plan to be at or near home on Nov 9, and have my preps in good order.

You know, just in case :)

ETA: Okay, I see in a previous post that the date was announced back when. Missed that on first reading.

I still don't see the need.

What Can I Expect to Hear/See?

The test may look like regular, local EAS tests that most people are already familiar with, but there will be some differences in what viewers will see and hear. The audio message will repeat “This is a test.” The video message scroll may not indicate “This is a test” due to programming limitations. The message will last for approximately three minutes and then regular programming will resume.

Don't tease us here--if you have something to say, say it....WHAT are you 'hinting' they will use it FOR?

Is the plan, as the thread title implies, to "take over" all TV and radio?

Is it to "activate" something in all peoples' radios and TV that will then be used to "monitor" everyone?

Is it to "transmit" some sort of message---subliminally or otherwise---over all TV's and Radios from that point on?

Is it something else?

I just asked my husband, exactly "HOW" it is his company (a Japanese-based manufacturer of electrical parts) going to "take part" in this coming EAS test?

You see, they do not ALLOW their employees to have radios to listen to at work, and the ONLY TV there is one in the employee break room, which is seldom used.

So here's a new question---is this test ALSO somehow being transmitted over the INTERNET?

Because the test, per the memo from my hubby's work, says it is over "TV, Radio, and cable." (DSL--PHONE cable???)

The notice they sent out at my hubby's work states:

"The test will occur on Wednesday, November 9 at 2 p.m. eastern time and may last up tot three and a half minutes. The public will hear a message indicating that "This is a test."(emphasis mine) The audio message will be the same for both radio, television, and cable. The nation-level EAS is a public alert and warning system that enables the President of the United States to address the American public during extreme emergencies. Similar to local EAS tests that are conducted frequently, the Nationwide test will involve broadcast radio and television stations, cable television, satellite radio and television services and wireline providers (emphasis mine) across all states and territories.

We ask that you inform your employees, departments, and other communities of interest of the upcoming test date and provide them with information to ensure that we can prevent any public concern or misunderstanding.(emphasis mine, again)


The memo his company gave out was composed and printed by our local "Gwinnett County Office of Emergency Management" (GA)

And I have to be at the damn storage place that day. The one where we can't go online for any reason. Local Radio is useless for getting any news. Wish I had a better phone. Maybe I'll just break down and get one that I can go online with.

So CM, if your hubby is not allowed a radio on the floor, does this mean that on that one day, the management will be dragging out a radio or Tv to the floor?

If so, what in the heck is it that they want people to see and hear so badly?
As for the high def TV and TV boxes, I have no doubt that they can and will be used to spy. Thank God we cut off our cable and got rid of the boxes.

I see it is time for my BTDT speech on Emergency communications.

Yes, the EAS (Emergency Alert System) is a CRITICAL component of national preparedness and the safety and security of citizens during any large scale emergency ranging from war to heavy weather like, blizzards, floods, tornado landings, etc.

Yes, the system, its parts and technology have been around for several years. It is not a new concept just for November 9th. What IS new is the idea of a nationwide hookup. Prior to this test, the EAS worked primarily on a state, regional or local level. The broadcasts within these reports generally originate in a state Command Center (connected to the Governor's office) or the State Emergency Operations center. So, the official component already exists.

You may be surprised to learn that the tests already have the capability to cut in to your standard broadcast content. Many times I had an EAS WX warning trip the system and take over my talk show when a severe weather event was approaching the area. This works on TV and cable as well, where the tones and a text message will replace your program, followed by a voice giving the details about whatever the problem is.

Again, this is NOT NEW.

In general terms of transparency, public information and the simple ability to make a national connection, there is no problem here. As for Obama being the person for the test, well, that concerns me to a degree. He won't get to say much in 2.5 or 3 minutes, at the most.

Again, I ask you all to look back to Conelrad, then the EBS...the vintage Emergency Broadcast System (this is a test, this is only a test. If this were an actual emergency, the tones you just heard would have been followed by news, official information or instructions for your area. This station serves the following area ___city/county name__________________. This concludes this test of the Emergency Broadcast System).

For those of you in the business, do you remember the colored envelopes with authentication codes to verify any signals of things that might resemble war?

Get a grip, please! The concept of a truly dedicated national communications setup is important in this nuclear age. Like a life insurance policy, you don't necessarily want it, but are grateful to have it in a time of need.

I spent 34 years in this business. I have triggered more in-studio tests, monitored more warnings for WX and hovered over more equipment, logs and operating guidelines than proverbial Hector had puppies.

Unless there is verifiable WAR or FINANCIAL COLLAPSE on 11/9, most citizens won't even notice the test happening. Maybe that is for the best.

Ben, like you say; the fact that this is the obot and the fact that this country is not the one we had back in 1963, even not the same as it was in 1993 makes me worry about this.

The system "ENABLES the President of the United States to address the American public during extreme emergencies" it does not say he WILL be speaking during this test, that certainly remains to be seen.

well, yes and no. the issue is that the LINKAGES NATIONALLY have NEVER BEEN TESTED, so NO it IS NOT tested in any way nationally.
LOCALLY they air the test tones (triggering EAS receivers etc) at times pretty much of the choosing of the various stations. ESPECIALLY for tests. The Station Alert message comes in and the station then sends out an alert message but it isn't something IMMEDIATE or LINKED, it's locally handled.

I admit I thought about that. I think I mentioned it in another post. I can see the need to test the system. When I posted, I hadn't read that they decided to do this in may, or march. That was on me.

And, considering how things are right now in the world, I can see why we need to know if it works.

The fact that this is being done 11-9-11....indicates that this is a joke (evil joke) played on the grieving victims of the falling of the towers. It appears that someone wants to further torture us. What a CRUEL joke. They obviously sadistically want to make the victims nervous, and scared.

The President was in a nursery school 911. I think he heard about the attack on TV news for goodness sake. He was in no place to speak to the people.

What a wicked CRUEL joke..to pick that date for their BIMBO stupid test.

I was a DJ at our local low power community FM radio station, KITR-LP. Even we were required to have the EAS system installed. However, IF the station engineer wanted to, he COULD do some re-routing of cables to bypass it, but he would probably get in a lot of trouble. What we have to look forward to next is when the message pops up on our computer screens. We already have obnoxious pop-ups that we have to consciously disable in our browsers, but I am sure the .gov will eventually find a way to force its messages through. I wouldn't be surprised if all the future operating systems (if not those already in use) have key loggers so the gov can eavesdrop on everything we do on our computers. Heck, I remember the scandal involving schools sending kids home with laptops that the school could remotely activate to see what the built-in video camera was seeing. Don't trust those in authority!

Yes. The NWS alert system is an integral part of the EBS. Even when folks aren't watching TV, nowadays lots of people have NWS alert radios, with the alert activated. It's also used for amber alerts.

The only difference between this test and the monthly tests that you see is that this one will be triggered from Washington instead of through your state EOC or the national weather service. Obama isn't going to speak. This is simply testing the encoders and alert preambles to make sure that they can latch the alert system with a presidential level order. This is not some nefarious plot to permanently take over your tv and radio stations.

On this subject, cooler heads have prevailed. However, that being said, the question is, why Nov. 9th? 11-9-11.....It seems the symbolism of 11-9-11 is a bit over the top. Are they telling us something with this 'date'?

Nationwide Emergency Alert System (EAS) Test Introduction
FEMA, in coordination with the Federal Communications Commission (FCC) and the National Oceanic and Atmospheric Administration (NOAA), will conduct the first nationwide Emergency Alert System (EAS) Test on November 9, at 2:00 p.m. Eastern.

FEMA, the FCC, and NOAA’s vision for improving the EAS is incremental, which means testing the readiness and effectiveness of the EAS as it currently exists today is the first step. A more effective and functional EAS requires continual testing to identify necessary improvements so that all levels of the system can better serve our communities and deliver critical information that will save lives and property.

EAS Participants provide a critical public service to the nation as the resilient backbone of alert and warning when all other means of communication are unavailable. EAS Participants include all broadcasters, satellite and digital radio and television, cable television and wireline video providers who ensure the system is at a constant state of readiness.

The nationwide EAS Test is not a pass or fail measure, nor will it specifically test Common Alerting Protocol (CAP) compliant equipment (although CAP compliant equipment should pass the Emergency Action Notification [EAN] live-code in the same manner as legacy EAS equipment).

FEMA and its federal partners understand that improving the EAS is a process that takes time. IPAWS has compiled experiential lessons learned and best practices from the Alaska EAS Tests in 2010 & 2011 as well as through the EAS rebuilding effort and tsunami live-code test in the U.S. Virgin Islands (located in the EAS Tests and Demonstrations section). Laboratory research is also being conducted at IPAWS.

IPAWS, in coordination with the FCC, is continually engaging the EAS Community through many activities, including information updates, workshops, roundtables, webinars, and on-site State and local EAS demonstrations to continue a solutions-oriented dialogue. IPAWS has also developed an external idea sharing website, A National Dialogue on the Emergency Alert System to discuss best practices and lessons learned from the EAS Community on a variety of topics that will support discussions during webinar and roundtable events.

The alert and warning landscape is in an important state of transition; from the current system of radio, television, cable, satellite, and wireline broadcast media-based alerting to a future system that integrates new technologies for a more universal access to alert and warning messages. Future testing of the EAS will assess the effectiveness and reliability of other technologies to achieve the ultimate goal of timely alert and warning to American public in the preservation of life and property.

Nationwide EAS Test Frequently Asked Questions
The national-level EAS leverages the communications support of all participating analog and digital radio, television, cable, satellite, and wireline providers (also known as EAS Participants) through specialized EAS equipment. A single, live-code alert, called the Emergency Action Notification, (EAN) is sent simultaneously to Primary Entry Point (PEP) stations across the country. PEP stations are designated to relay national alerts to the public and other stations in their coverage area. Local Primary (LP-1) EAS Participants monitor the PEP stations and other sources for an EAS message. Other EAS Participating stations also monitor at least two sources (in most cases the PEP and LP-1 stations) to receive the EAS message, and broadcast the message to the public in their area.

Has there ever been an activation of the national-level EAS?

Although the EAS is frequently used by State and local governments to send weather alerts and other emergencies, there has never been a national activation of the system. The purpose of the November 9, 2011 Test is to assess the readiness and effectiveness of the current system and identify incremental improvements to better serve our communities in the preservation of life and property.

Why test the national-level EAS?

FCC’s Part 11 Rules require EAS Participants to regularly test the system on a weekly and monthly basis, called required monthly and required weekly tests. Although the EAS has been in existence for over 15 years, a nationwide test of the system has never occurred. FEMA and federal partners are working with the EAS Community to assess if the national-level system will work as designed should officials ever need to send a national alert. A simultaneous test can provide an accurate picture of the current state of the system and the improvements necessary for a more reliable and resilient EAS.

Who will conduct a nationwide EAS Test?

The nationwide EAS Test will be conducted jointly by the Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA), the Federal Communications Commission (FCC), and the National Oceanic and Atmospheric Administration’s (NOAA) National Weather Service (NWS). The three federal partners have EAS management roles. FEMA is the lead agency in all operational and management functions of the EAS, developing national alert and warning capabilities, and integrating new technologies. The FCC is an independent agency that grants licenses, and presides over EAS rules and the rulemaking process, enforces rules, and handles test reporting data directly from EAS Participants. FCC rules regulate the transmission of EAS alerts. The NWS is a key player in the dissemination of local warnings via the EAS.

Will an Emergency Action Termination (EAT) message be used?

An EAT will not be used during the Test. An End of Message (EOM) will be sent to return the station to regular programming.

What FIPS code will be used during the Test?

For the Test, the Washington, D.C. FIPS code will be used. Most EAS devices forward the EAN with the DC FIPS code. FEMA only originates an EAN with the Washington, D.C. FIPS code.

Will FEMA and the FCC specifically test for Common Alerting Protocol (CAP) compliance?

The first nationwide EAS Test will not specifically test for CAP compliance, however CAP enabled EAS equipment should receive and relay the EAN in the same manner as legacy EAS equipment. Future tests of the EAS will incrementally integrate other technologies after we assess the current state of the system.

Will NOAA Weather Radio carry the Test?

NOAA Weather Radio will not transmit the EAS Test. There is currently no mechanism to transport this type of message to NWR transmitters. Additionally, the Test will use the EAN code where the audio message exceeds the two minute audio time limit allowed by Specific Area Messaging Encoding (SAME) and the EAS.

How can EAS Participants prepare for the Test?

FEMA and the FCC will work to provide equipment installation, operation, and configuration technical assistance, best practices, and a variety of other engagement activities with EAS participants to continue the dialogue of incremental improvements to the system. On June 9th, FEMA, the FCC and EAS Community Leaders and Experts participated in a virtual roundtable discussion on how to improve and prepare EAS Participants for the upcoming Test to support a best practice guide. FEMA and the FCC will continually improve the best practice guide in future roundtable and webinars and events (please see the Event Calendar for upcoming activities).

What will people hear and see during the Test?

During the test, listeners will hear a message indicating that “This is a test.” Although the EAS Test may resemble the periodic, monthly EAS tests that most Americans are already familiar with, there will be some differences in what viewers will see and hear. The audio message will be the same for all EAS Participants; however, due to limitations in the EAS, the video test message scroll may not be the same or indicate that “This is a test.” This is due to the use of the live EAN code – the same code that would be used in an actual emergency. The text at the top of the television screen may indicate that an “Emergency Action Notification has been issued.” This notification is used to disseminate a national alert and in this case, the test. In addition, the background image that appears on video screens during an alert may indicate that “This is a test,” but in some instances there might not be an image at all.

There are several limitations to the current EAS for individuals with access and functional needs. FEMA and the FCC are committed to providing organizations and the EAS community with information well in advance of the Test. FEMA and the FCC will further engage the EAS community to better understand the wide range of information and access needs in preparation for the national EAS. IPAWS has been performing outreach to access and functional needs organizations in several different forums, including working groups and roundtables led by the FEMA Office of Disability Integration and Coordination, with representation from multiple FEMA program offices, other Department of Homeland Security components, and other Federal Departments and Agencies.

How long will the Test last?

The test will last for approximately three minutes; however this may vary across the country. While State and local EAS messages are limited to 2 minutes, there is no time limit for national EAS alerts. To evaluate whether the system properly interprets the national message code in the national EAS test, the message duration must be longer than two minutes.

Why is the Test being conducted at this particular date and time?

The November 9 date is near the end of hurricane season and before the severe winter weather season. The 2 p.m. Eastern broadcast time will minimize disruption during rush hours, while ensuring that the test can occur during normal business hours across several time zones.

What is the source of FEMA’s and the FCC’s authority for conducting the Test?

FEMA administers the EAS and has the authority to ensure the conduct of training, tests, and exercises of the EAS by Executive Order 13407. FCC’s rules require that EAS Participants take part in nationwide tests of the EAS.

So if I don't turn anything on that broadcasts on that day and time, does that mean I fail the test? They're up to something, I'll agree to that, they're always up to something and (I heard this the other day) "you know what they say about coincidences...they take alot of planning". It was done for a reason and we'll find out later what that reason was...as usual.
