It (SB1) hasn't passed yet...and there are two other related bills that are still in the LA Senate.

So, anybody, state resident or not, can carry concealed weapon without any registration?
No. Only Louisiana residents, and only applies within the state. CCW permits are still going to be available for those wishing to travel while carrying concealed in other states.

In Wyoming you can carry open or concealed without a permit. Last summer while I was getting gas I heard two people talking on the opposite side of the gas island about "he has a gun". I had just gotten back from a range day and was open carrying my 9mm. I turned and looked at them, both in their early 30s, and said in the most forceful voice I can do, without laughing. It is a 9mm and a sweet shooter. The man said to his wife get into the car now. They drove off and I noticed they had California plates with a Biden 2020 sticker. I hope they both wet their pants.

In the proposed SB1, they have struck through the "Is a Louisiana Resident", and added "any Person who is not prohibited". This is good, as I'm 30 miles across the border in Texas, and often visit and work over there.

I believe that is also the case in the Oklahoma "constitutional" carry law.

If this is passed properly and worded well, it will really discourage crime. In all technicality firearms ownership is an inherent human right, regardless of previous legal issues. Wait for the next state pushes to be to legalize weapons for everyone regardless of status.

I’m still waiting for one of the states to pass a law allowing, say, freedom of speech, religion, lawful assembly, etc.

Can’t wait, I’m so excited.

Governor Signs it!
Gov. Jeff Landry (R) signed legislation on Tuesday morning, March 5, 2024, making Louisiana the 28th constitutional carry state in the Union.

Breitbart News was at the Tuesday signing ceremony, where Gov. Landry made clear that constitutional carry is not the end of his efforts to protect Louisianans and their freedoms, but just the beginning.

On February 22, 2024, Breitbart News reported that constitutional carry legislation had passed the Louisiana Senate and on February 28, 2024, we noted it passed the House as well.

Gov. Landry voiced his support for constitutional carry on the gubernatorial campaign trail and said he would sign constitutional carry if it passed the state legislature.

On February 29, 2024, Breitbart News pointed out that Gov. Landry used an X post to say: “Criminals already carry concealed firearms without regard for the law. Constitutional Carry simply puts law-abiding citizens on equal footing.”

The other 27 constitutional carry states are: Alabama, Alaska, Arizona, Arkansas, Florida, Georgia, Idaho, Indiana, Iowa, Kansas, Kentucky, Maine, Mississippi, Missouri, Montana, Nebraska, New Hampshire, North Dakota, Ohio, Oklahoma, South Dakota, Tennessee, Texas, Utah, Vermont, West Virginia, and Wyoming.
