February 29 only comes around once every four years and there are people that are born on February 29 and it it's a problem for them as their birth day actually happens once every four years and not sure how government works with this issue.
So when 16 years have passed they are only 4 years old?

According to Social Security Administration 362,900 Americans have a Febuary 29 birthday.
By comparison about 1.6 million have a March 1 birthday.

BAXTER, Iowa — 2024 is a Leap Year which means that February has one extra day. For people born on Leap Day, February 29, they only get to celebrate their birthday every four years.
Erin Suttek, a Baxter native, is celebrating her “8th” birthday meaning she’s the same “age” as her daughter Eleanor.

“Eleanor, my daughter, is 8 and this is my 8th leap year birthday,” Suttek said.
Suttek said that being born on a Leap Day has its benefits.

“It’s unique, it’s you know, it’s something that you get a birthday so people ask me ‘when do you celebrate do you actually celebrate your birthday then?’ Well yeah of course,” Suttek said.

Some couples decide to get married on a Leap Day like Amanda and Brett Masden who are from Albia. The Masdens will be celebrating their “first” anniversary today.

“It’s crazy how many people, family and friends, remember it because its on that day. I don’t remember a lot of other people’s anniversaries but I’ve had a lot of people comment on it like ‘hey you guys are having an anniversary this year,'” Masden said.

Another bit for the salaried folks: Depending on just how they calculate these things, it's possible that salaried folks paid federal, state, or local taxes for February 29th at the same rate as any other working day of the year ... even though you can make the argument they didn't actually get paid for that day!

Leap year trivia: There was no February 29, 1700, February 29, 1800, or February 29, 1900. There also won't be a February 29, 2100, February 29, 2200, or February 29, 2300. But there was a February 29, 2000, and by my math it was possibly only the second of its kind since the Gregorian calendar was adopted in 1582.
