Vancouver, Washington — On May 21, 2023, two Vancouver Police officers, Officer Gabriel Patterson and Officer Andrea Mendoza responded to a call from a Walmart loss prevention employee who was requesting law enforcement trespass two individuals who they had seen conceal merchandise and leave the store without an attempt to pay for the items. Two arriving VPD officers located the subjects matching the description in the parking lot, made verbal contact with them and informed them they were not free to leave. The male subject, identified as 19-year-old Elijah Guffey-Prejean took several steps away and Officer Patterson grabbed the subject’s arm to prevent him from fleeing. The female subject took off running and was not located.

The two VPD officers were able to get Guffey-Prejean to the ground however, before he could be handcuffed, he jumped up, punched one of the officers in the face and kicked the other officer in the chest. Both officers began struggling with him to gain control. Officer Mendoza deployed a Taser to Guffey-Prejean’s back to gain compliance, which was not effective enough to get him handcuffed. During the struggle, Officer Mendoza exposed the Guffey-Prejean’s genital area and threatened to activate the Taser if he did not stop resisting. He then complied and was able to be handcuffed. He was provided medical aid at the scene and was subsequently transported to the hospital for additional evaluation before being booked into the Clark County Jail for Assault III and Theft III.

The incident was recorded on the body cameras of both officers and security footage from Wal Mart’s camera. The reports and body camera footage were appropriately filed by the responding officers, in compliance with department protocols. Based on the supervisor’s review, this incident was brought to the attention of the office of the chief on May 24 and Officer Mendoza who deployed the Taser was immediately placed on administrative leave.

The case was referred to the Clark County Sheriff’s Office on May 24 for independent investigation. Additionally, an internal VPD investigation was also opened. The Clark County Sheriff’s Office investigation was completed on July 20 and forwarded to the Clark County Prosecuting Attorney’s Office for review. On July 25, the Clark County Prosecuting Attorney’s Office filed Assault IV charges on Officer Mendoza that deployed the Taser.

Interesting on so many levels. For one, at least there is some LE response to theft. That is encouraging.

The rest of it is not so clear; Unfortunately it's common to see some gals, specially those w/o a strong male in their life/home, respond to acquiring the least bit o' power by trying to become a "ball-breaking biotch".

On the other hand, it sounds like she just applied an increasing level of force as was warranted, each time the perp- err "alleged" perp refused to comply with directives.

The way the story read, she deliberately had to remove his pants in order to expose his genitals.
That could be construed as a sexual assault.

I know, I know, he was stealing and was fighting her and her partner and "it's all fair after the first swing", etc.

But can you imagine if that was a female suspect and a male cop exposed her genitals and threatened to tase her there?

I'm not a blanket defender of the police... They have a really hard job, that is not easy to do, dealing with the dregs of society more in one day than many of us do in a year. But we have to allow them the tools to do the job safely.., and if a cattle prod to the balls is occasionally required... that might dissuade others from resisting and make the streets safer...

I agree with LC. But I'm not surprised that the female LEO was charged as this happened in Washington, a liberal area. In fact, I am surprised that LEO were called in the first place! I thought that most stores in liberal areas were telling their employees not to stop shoplifters once they left the store.

Stores are leaving quickly in these liberal areas and have warned the local governments if they don't deal with the crime in the suburbs then they'll leave there as well. Remember Portland only has 1 Walmart left within the city limits, and it's in the southeast corner of the city. Vancouver is a suburb of Portland. I think the big stores are fighting back with their feet.

It's like being foreman on a job. My Daddy was a good one, as a steamfitter/pipe fitter. He hated it. Finally said forget it to being Foreman.

He said his buddies would accuse him of kissing managements' posteriors and management wasn't happy if he pulled for the crew.

I was a Field Training Office for several years and I’m here to tell you it’s not just biomechanics, but mind set, and frankly, just life…the way it is.

Ignorant people will immediately respond with an insult “that’s sexist!”, no, it reality.

Or they say, the oldie but Goldie, “But they teach them tricks!” Martial arts, etc.

Trix are for kids…sure, all things being roughly equal, a person with training will fare better than one without, but most of the scum you encounter in a violent call are life long survivors or child abuse.

They've been beat by a drunk dad since they were a kid taking near full on blows!

Then, if they survive that, the neighborhood, then by life in and out of prison - they’re veterans of a thousand hand to hand and armed combat situations…

Most martial arts schools these days are dance classes - don’t bring your ballet into a street confrontation, you’ll lose badly…and maybe not even survive.

In fact she was charged with assault, went to trial, and the jury recently found her not guilty. When I was a kid my town had a female cop shoot a guy in the groin and forever after she was nicknamed "Dickless Tracy." There are probably worse nicknames to go through life with than Andrea "I will f*****g taze you in the nuts!" Mendoza.
