GOV/MIL FSA N/TAX

I went grocery shopping at our local Costco yesterday, and when I got home and was reviewing the receipt I ran across something I do not remember seeing on previous occasions. At the bottom of the receipt is a reference to FSA N/TAX in the amount of $17.98. Can anyone tell me what this is? Thanks.
