I imagine, as most super powers do, they have contingencies for their contingencies. ie plan B, C, -X,Y & Z. If they've declared him a terrorist/ enemy of the state/ persona non grata, one would assume that applies to all of his "charities" and "community organising" terrorist fronts too. I don’t either but along with that (whatever article I read) I distinctly remember it basically stating how much Putin hates Soros.
It stood out to me.

Soros can afford top-notch security. Otherwise, I suspect he would've been eliminated years ago.

Soros' security is on par with head of state security. It would take a coordinated cyber-attack on his organizations and assets plus a military assault akin to the Bin Laden raid but larger to take him alive. Substitute something like a MOAB on his compound for the military assault if you just want to kill him.
