Well, he says he thinks it's probably a nothing burger. Police weren't specifically mentioned that I remember, but regular military are exempt as are re-enactors and education, so I don't think they would abolish police or Scouts. And what the heck would it have to do with the Salvation Army?

Legally, the Salvation Army is considered to paramilitary, with officer ranks just like the fighting army. I do not know why, but the fact that they are paramilitary would put them under this new bill, if it passes.
Also, I did not say the bill would abolish the police. I said it would force them to submit to government rule. Law enforcement was on the list of exemption, but only if they were under government control.
