You need a vom meter or a 12v test light to make further tests. Did you replace the heating element or the socket the heating element plugs into?

Well it can be only one of two things. A bad ground or the socket isn't getting power. The bottom of the socket should read 12 volts between it and any metal attached to the car body. The part the lighter slides into should read 0 ohms between it and that same ground point. Are you sure you checked the correct fuse for the lighter? Some cars have a fuse-able link instead of a fuse.

As a fellow smoker I find this to be a deplorable situation!

A cigarette lighter draws up to 10 amps. Which is a lot of juice.

Fusible link or a connection got cooked somewhere.
