Georgia warns of Russian anti-NATO action

Georgia launched a military operation against South Ossetia in August 2008.
Russia might take provocative action when NATO war games start in Georgia next week, Georgian ambassador to the US, Batou Koutelia, has said.

"When we see at the highest political level, the president of the Russian federation (Dmitry Medvedev) declares that he views these exercises as a provocation directed against Russian interests and they are prepared to act, it raises concerns that there might be some provocations," Koutelia told a couple of journalists, including AFP.

"That happened before as well," he added.

Georgia launched a military operation in August 2008 against the breakaway region of South Ossetia to bring it back under Georgia's control. This prompted Russia to send its troops to South Ossetia, where most of the residents hold Russian citizenship.

The Georgian diplomat, who has recently arrived in Washington from Tbilisi where he was the deputy defense minister, said this time the Georgian reaction would be different.

"If it happens, we are determined to have reactions together with our partners and allies, NATO member countries, United States. And we will have a joint reaction on this," he said.

"We are working very closely with the international community to explain to Russia that these exercises are not against the interests of any country," he added.

In response to planned NATO military exercises in Georgia, the Kremlin formalized the deployment of Russian guards on the borders between Georgia-proper and the two breakaway regions of Abkhazia and South Ossetia now effectively under Moscow's control.

MOSCOW (AFP) — Russian guards have taken up positions on the borders of Georgia's breakaway regions of Abkhazia and South Ossetia in line with a pact the separatists sealed with Moscow, Interfax reported on Saturday.

"Subdivisions of Russia's border forces have already entered South Ossetia and gone to the border," the head of border forces for the southern federal region, Nikolai Lisinsky, said.

"The headquarters of the border forces is to be located right in Tskhinvali and the rest along the whole border," he said, referring to the South Ossetian capital at the centre of a brief war last year between Russia and Georgia.

In another separatist region, Abkhazia, the head of the separatists' armed forces, Anatoly Zaitsev, said Russian border guards had been met by local residents bearing flowers as they arrived to begin work.

"Subdivisions of Russia's border forces arrived in the Gali district immediately after the signing in Moscow of the agreement on joint protection of the Abkhaz border," said Zaitsev, referring to the pacts signed on Thursday between Moscow and the leaders of the two separatist regions.

Earlier the West condemned the signing of border defence treaties between Moscow and the leaders of the two regions.

Both the United States and the European Union said the pacts breached a ceasefire accord brokered by the EU last summer.

The signing comes amid a row over NATO's plans to hold military exercises this month in Georgia.

The alliance describes the exercises as a counter-terrorism drill not threatening any state, but Russian President Dmitry Medvedev has slammed them as a "provocation" likely to encourage a reckless Georgian leadership.

On Friday, Georgia's foreign ministry slammed the new border pacts, saying they "represent yet another Russian attempt to strengthen the military build-up on Georgia's occupied territories and legitimize the occupation process."

The signing "grossly violates the fundamental norms and principles of international law," the ministry said in a statement.

Prior to Thursday's pact, Russia had already based thousands of its soldiers in the two separatist regions. Moscow has also agreed on building a naval base on Abkhazia's Black Sea coast.

Under this week's border pacts, effective for 10 years, Russia assumes immediate responsibility for guarding the regions' de facto borders with Georgia, including maritime patrols of Abkhazia's strategic Black Sea coast.

I expect to see NATO drawn into a military confrontation with Russia over Georgia. Russia's battlecry will be that it is seeking to stop Western imperialism on its borders and that Western influence over Georgia is driven by oil interests:

However, this confrontation in and of itself would not lead to a full-scale war between East and West. NATO will cower away if push comes to shove IMHO. Israel, on the other hand, has little choice but to not pull its punches when it comes to war with its enemies because threats are clearly existential. On this score, what Moscow might do is, in response to a confrontation with the West over Georgia, deliver the S-300 missile system to Iran. Israel will be forced to attack Iran's nuclear sites before this missile defense system is operational and then the world will witness the chemical SCUD missile attack on Haifa I foresaw some 18 years ago as part of my "apocalyptic vision":
