Thankyou.

"You must at some point realized that the concept of the govenment helping people who can't(orwon't) help themselves is fundamentally flawed, with all efforts at making better legislation doomed to failure from the outset?"

I think your question here has to do with the issue of dependancy. That in having programs we essentially institutionalize dependency. In adults yes, in children not necesarily. Did I realise this? In the most viceral way, yes . The real question to me is, what do you do with the community that turns its back on the lowest rung of society(providing a living wage for example) WHAT DO YOU DO when you have an abused child on your door step. What do you do when your families and communities are being destroyed by drugs and their cartels. Can one family, one church, one community defend itself agains these ills and injustices when they are being attacked at every perceived point of entry by local, state, national and international operatives? I agree the government/legislators have made a mess of this. I ask you in return. WHO can address this issue with the appropriate level of responce on the scale it is being played these days? AND, given your answer, if your wife, son, daughter or grandchild were sitting in Idaho, would you suggest this to them and their community?

"were conditions that warrented what we have now so intolerable (lack of community support for those in need) that something had to be done lest our society collapse?"

I think I can shed a ray of light on what got us to this state. FIRST--is the little known and rarely admitted fact that the government NEEDS a certain number of pure consumers to make their complicated budget work--there is a formulae--I hope somebody out there can find it. But that is fact as I know it. SO, you have a population that must be put IN and OUT of the conditions of dependancy on the national/state coffers in order for the financial system to function efficiently. Depending on the needs for employees, profit vs loss etc these folk are more or less the third world within our borders. They are the inheritors of the slave system with a social "justice" programs thrown in---sometimes.
"were the conditions so intolerable---". I am not a historian but I believe this system of government remediation was begun a very long time ago obstencibly to address issues of widows, child labor and the health and safety of the communities. Was "society going to collapse". Gosh, I wish I knew the answer to that one, but out of that whole movement came public education (children in school did not take jobs that adults needed), health and safety regulations. You know, we got our public health system after it was discovered that a large number of recruits were unfit to serve when we needed bodies to fight our wars. It looks like the old question again of needs of business vs needs of employees vs needs of the government on a grand scale.
Win~
