Biden Signs Executive Order To Sanction Israeli Settlers In The West Bank

President Joe Biden signed an executive order on Thursday imposing sanctions on foreign nationals who are residing in Israeli settlements in the West Bank and have allegedly committed violence against Palestinians.

Democrats in the United States have been broadly critical of the Israeli government, under Prime Minister Benjamin Netanyahu, for supporting the construction of settlements in the West Bank, which was deemed illegal under international law by the United Nations Security Council in 1979. Biden’s executive order imposes a broad swath of sanctions on any person who resides in such a settlement and have committed violence against Palestinians resisting their presence, by seizing their U.S.-based property and banning them from entry into the country.

“[H]igh levels of extremist settler violence, forced displacement of people and villages, and property destruction — has reached intolerable levels and constitutes a serious threat to the peace, security, and stability of the West Bank and Gaza, Israel, and the broader Middle East region,” wrote Biden in his order. “These actions undermine the foreign policy objectives of the United States, including the viability of a two-state solution.”

The executive order restricts persons who reside in the settlements and have committed one of four actions — i.e., threats or acts of violence against Palestinians, property destruction or seizure — from having property interests in the United States, receiving payment from any United States person and from traveling to the United States and/or obtaining any immigration benefit. It also imposes secondary sanctions on any foreign businesses that might aid such persons.

Residents of the settlements are mostly Israeli citizens of the Orthodox Jewish faith and have long been accused of committing violence to displace Palestinians from territories that the country captured during the Six-Day War in 1967. The settlers have received significant political support from right-wing Israeli political elements, notably Itamar Ben-Gvir, who is Israel’s Minister of National Security in the current Netanyahu-led government.

It was not immediately clear if Ben-Gvir and high-ranking Israeli government members will be the subject of the sanctions. Almost immediately after the executive order, the Department of State announced that it was imposing sanctions on four Israeli citizens pursuant to the new authority.

“Israel must do more to stop violence against civilians in the West Bank and hold accountable those responsible for it,” wrote the Department in its announcement. The United States considers Israel an ally.

Israel suffered a coordinated series of terrorist attacks by Hamas on Oct. 7 that were launched from Gaza, a Palestinian enclave. The United States has supported Israel’s military response to the attack, which has been widely criticized by left-wing elements in the country, who accuse Israel of “genocide” and blame Biden for aiding and abetting such alleged action.

“The absolute majority of the settlers in Judea and Samaria are law-abiding citizens, many of whom are currently fighting regularly and in the reserves for the defense of Israel,” wrote the Israeli Prime Minister’s office to the Daily Caller News Foundation regarding Biden’s order. “There is no room for exceptional measures in this regard.”

Excuse me.....but isn't this Israel's responsibility to deal with law breakers in their own country? What if Israel ordered sanctions against American citizens for antisemitism in our country against Jews? We just can't keep our nose out of everyone's business everywhere. STUPID!!

Symbolic - Yes - but is going to do a hell of a lot in the ME - as noted above likely to get Muslim votes here in the US - but a LOT more people are going to die over there, And if it get out of control more US troops will be sacrificed in the process.

Increasingly fractious relations between the US and Israel hit a low unseen in nearly two decades yesterday after the Jewish state rejected President Obama's demand for an end to settlement construction in the West Bank, and the president responded by suggesting that Israeli intransigence endangers America's security.

The dispute, which blew in during the open hours before Obama met the Palestinian leader, Mahmoud Abbas, reflects the depth of the shift in US policy away from accommodating Israel, and towards pressuring it to end years of stalling negotiations over the creation of a Palestinian state as it continues to grab land in the occupied territories.

Obama put down a marker at a difficult meeting with the Israeli prime minister, Binyamin Netanyahu, in Washington last week when he demanded a halt to the expansion of settlements, which now house close to 500,000 in the West Bank and occupied East Jerusalem, as they are a major obstacle to the establishment of an independent Palestinian state.

Yesterday the Israeli government spokesman, Mark Regev, said Netanyahu will defy the White House call by continuing construction in existing settlements.

"Israel … will abide by its commitments not to build new settlements and to dismantle unauthorised outposts," he said. "As to existing settlements, their fate will be determined in final status negotiations between Israel and the Palestinians. In the interim period, normal life must be allowed to continue in these communities."

Obama responded with a sharp rebuff a few hours later by pointedly reiterating his demand for an immediate settlement freeze after meeting Abbas yesterday. The president said that "stopping settlements and making sure that there is a viable Palestinian state" is in the long term security interests of Israel as well as the US.

Obama said he would not set an "artificial" timetable for a two-state solution but that it is a matter of urgency. The president also called on the Palestinians to end incitement and anti-Israeli sentiments.

Asked what action he would take if Israel does not freeze expansion, Obama said: "I think it is important not to assume the worst but to assume the best."

Settlements have long been viewed as a litmus test of Israel's intent. Even at the height of the Oslo peace process, Israel more than doubled the number of Jews it moved to live in the West Bank, raising fundamental questions among the Palestinians as to whether Israel was more interested in grabbing land than peace.

The US secretary of state, Hillary Clinton, had earlier kept up the pressure on Netanyahu with an unusually blunt call for a halt to settlement growth. She said the Americans "intend to press that point".

The dispute over settlements, and Netanyahu's defiance of Obama's call, is likely to set the tone for future relations as the White House attempts to move toward negotiations to end the occupation and establish a Palestinian state.

Robert Malley, former special assistant for Arab-Israeli affairs to Clinton, said: "The surprise in this is not the Israeli position. The surprise the forcefulness of the American one. Rarely have we seen it at this pace and with this intensity and unambiguity. The US has taken a position that doesn't give much wriggle room at all to the Israeli government."

Obama's urging that a Palestinian state be based on 1967 borders — those that existed before the Six-Day War in which Israel occupied East Jerusalem, the West Bank and Gaza — marked a significant shift in U.S. policy and seemed certain to anger Israel.

Israel has said an endorsement of the 1967 borders would prejudge negotiations. Obama will meet at the White House on Friday with Israeli Prime Minister Benjamin Netanyahu.

REUTERS - President Barack Obama met Prime Minister Benjamin Netanyahu on Friday as a new U.S. push for Middle East peace opened one of the deepest divides in years in relations between the United States and close ally Israel.

Netanyahu arrived at the White House a day after Obama endorsed a long-standing Palestinian demand on the borders of its future state, drawing an angry response from Israel that he was out of the touch with the reality of the long-running conflict.

Obama embraced the Palestinian view that the state they seek in the occupied West Bank and Gaza Strip should largely be drawn along lines that existed before the 1967 war in which Israel captured those territories and East Jerusalem.

The right-wing Netanyahu, who has had strained relations with Obama, reacted by saying that this could leave Israel with borders that were “indefensible.”

President Obama is alleged to have stopped an Israeli military attack against Iran's nuclear facilities in 2014 by threatening to shoot down Israeli jets before they could reach their targets, according to reports to emerge from the Middle East at the weekend.

The threat from the U.S. forced Prime Minister Binyamin Netanyahu to abort a planned attack on Iraq, reported Kuwaiti newspaper Al-Jarida.

Netanyahu will be in Washington for an address to Congress on Tuesday aimed squarely at derailing Obama's cherished bid for a diplomatic deal with Tehran.
