Police: Employee had sex with patient at rehabilitation center near Pottsville​

An employee at an assisted living facility in North Manheim Twp. faces charges after he had sexual encounters with one of the facility’s residents, state police at Schuylkill Haven said.

Richard L. Hall, 39, of 128 E. Bacon St., was charged Thursday with five felony counts of institutional sexual assault after he allegedly had sex with a female resident in her room at Luther Ridge at Seiders Hill, 160 Red Horse Road.

According to police, an employee had reported seeing Hall, an activities coordinator, having an inappropriate encounter with the resident.

When interviewed Feb. 6, the victim alleged that Hall approached her a few days after her arrival and told her it was “love at first sight,” police said.

The victim said she and Hall began spending time together in her room, often while other residents were engaged in activities in the common room.

She told police that Hall would order her to perform sexual acts in her bathroom to avoid others from hearing.

They also began having sex on her bed, she said, usually on weekends when there were few staff.

During their last sexual encounter, the two were caught by another employee who came up to check on her, according to police.

The employee, a med tech/resident aid, alleged that Hall told her he would be in the resident’s room to fix her wheelchair. She said she found it odd that he was fixing the wheelchair because it was dinnertime.

When the employee went upstairs, she unlocked the door with her master key and saw the defendant and the victim standing in the dark room, and the victim was partially naked.

The employee further related that Hall came up with an alibi involving him changing her clothes, while the victim began to cry and said they are “two consenting adults” and should be allowed to have sexual intercourse, according to police.

The resident told the employee that she and Hall were in a relationship and that they love each other, police said.

Hall had not been taken into custody as of Friday morning, according to court records.

Police filed charges through the office of Magisterial District Judge Andrew J. Serina, Orwigsburg.

A high-school friend whose elderly sister with dementia resides in this facility brought this story to my attention. What some people won't do when given the opportunity to take advantage of a situation! And how many other residents did Mr. Hall do this to?

My friend is concerned because her sister is so gullible she's been taken advantage of by every phone scammer and his brother, so she'd probably believe Mr. Hall's professions of undying devotion. I say throw the book at him, lock him up, and throw away the key!

Rehabilitation center. Most people are in those, under medical care, for mental or addiction issues. Sometimes for physical injuries. There are typically strict hands off rules to protect the patients during a time when they are mentally and emotionally vulnerable.

It not only is illegal by law, for multiple reasons, it likely was forbidden by his employment contract. Depending on her age, reason for rehab, and cognitive levels, it might actually be illegal under different criminal statutes.

If it was "love at first sight" then he should have kept it in his pants until she was released from treatment. It sounds more like lust at first sight.

These are vulnerable people. Sounds like he took advantage. And at 39 years old…what interest does he have in an older person…other than wetting his d_ ick? I say arrest him as a sexual predator. We have fallen so darned far.

They send most every one to Rehabilitation centers after major surgery. For many it is simply a place to get your strength back.


But this is not a Rehabilitation center. It says "assisted living facility". I have known multiple people who went into those simply because they can't get around like they used to. People with no mental disabilities at all. But some do have mental disabilities for sure.

What is wrong with this women? She is definitely not mother Teresa. Other than that we don't know.

I don't see anything that says she had dementia or couldn't consent for any other reason, nor do I see where she was forced, lied to most likely but lying to get laid isn't exactly a crime.
I've given up on almost all reporting on any topic. I can only speak to Local Memphis media but as long as I've been, every local station feeds teasers on-air and then immediately refers to their website for follow-up. I'm pretty sure most other markets are similar.

It is literally pulling teeth to get anything 'complete' on such stories.
Our only hope is someone local yo the story or event is a memberr here or knows someone who is.

Wonder what kind of effect this has had on the woman's reputation in the assisted living facility. Shunned, or now sought after.............or perhaps real compassion if that was called for. Imagine that rumor mill over drinks in the commons at five each night.

The problem here is he was in the position of a trusted adult with what they call on this side of the water "a vulnerable adult." I don't know what the specs are in his State, but most US States and Western Countries have rules and laws concerning medical staff who become sexually involved with patients.

Now, a lot depends on the lady's ability to consent. (Note that the guy has not been charged with anything yet. If she can legally consent, then what happens to him will depend on his State's regulations.

On the other hand, I agree that if it was "love at first sight," he should have kept it in his pants and appropriately professed his love but refrained from becoming intimate beyond a kiss or two until he could find another place to work. People have to do this sort of thing all the time; they used to do it a lot more back in the day when offices could have a "No romance between employees" rule (now probably no longer legal and a good thing, too).

They could write texts to each other, exchange small cards and gifts, and learn from one another in public areas of the home, such as the lunch room. Then, when he got another job, or she was released (if the situation was temporary), they could start to date officially.

Finally, we don't know anything about her condition other than she can stand up. A woman who finds herself suddenly severely ill or disabled tends to feel sad, depressed, and ugly. I know this one; see another thread for a comment made (about me) after two surgeries: "I've seen ruined Viking ships that looked better than that woman."

When a woman looks (and feels) like a ruined Viking Ship, she is going to be emotionally fragile and easily taken advantage of by a member of the opposite sex who tells her she is beautiful and that he loves her. When it is your husband (in my case), that is wonderful. When a woman is stuck in a care home or rehabilitation center, and the man works there, it can be a recipe for emotional abuse. I am not saying this is what is happening here, but it could be. This is why doctors who want to date a patient need her (or him) to find another doctor first.
