I think you can get those poppies from Baker's Creek and Thyme Garden in the US. Or can you see the Southern Cross from where you live?

Long time since I checked but there were instructions on the web for making laudanum. Of course it's illegal but if the shtf handy to know how.

Check out Herbal Medics youtube on how take lactularium, then substitute poppy pods. I imagine it would work.
