A group of female inmates is accusing an Indiana sheriff and corrections officer of enabling "a night of terror" in which male prisoners "purchased" jailhouse keys, broke into the women’s pods and, in a span of at least two hours, attacked more than two dozen victims.
In two separate federal lawsuits, a total of 28 women allege that David Lowe, a former Clark County corrections officer, sold jail keys to two male prisoners for $1,000. Those men and other inmates then allegedly entered the women’s side of the jail wearing masks made out of towels and blankets. The lawsuit names Clark County Sheriff Jamey Noel, Lowe and additional "unknown" officers who were working the night of the attack.

At least two of the victims were raped, according to the lawsuit, including one who suffered physical injuries at the time and contracted genital herpes. Others were groped, sexually assaulted and subjected to male prisoners exposing themselves.
The other rape victim became pregnant as a result and later miscarried, according to William McCall, a lawyer for 20 of victims.

"Since she had been in custody for numerous months, there is no chance she was pregnant before she entered the Clark County Jail," he said. "My client had a miscarriage in December 2021."
He told Fox News Digital that many of the woman now suffer from PTSD.

"The women that were subjected to the extended period that these male inmates were running rampant in the women’s pod still are suffering great emotional issues," he said. "What is disheartening is the inability of these women to afford therapy and counseling."
The attackers also warned their victims not to call for help or push emergency alarm buttons in their pods, according to the lawsuit, which alleges that the jailers deprived the victims of their civil rights, inflicted emotional distress and acted negligently.

"On the night of October 23, and into the early morning hours of October 24, 2021, numerous male detainees used the keys obtained from Lowe to enter [women's pods] where they raped, assaulted, harassed, threatened and intimidated the plaintiffs in this lawsuit and other women for several hours, resulting in significant physical and emotional injuries," a federal lawsuit reads. "Amazingly, even though there were surveillance cameras positioned in locations that showed the male detainees accessing the women’s Pods, and even though the incident involved multiple male detainees and dozens of victims over an extended period of time, not a single jail officer on duty that night came to the aid of the Plaintiffs and the other victims."

As the attack was occurring, according to the lawsuit, security cameras were recording video and audio that should have been available live to the unnamed officers, who failed to intervene.
When they finally arrived, authorities allegedly punished the women by keeping their lights on for three days straight, confiscating personal items and revoking normal privileges.

Lowe allegedly sold the keys to the inmates, according to the lawsuit, but the suit also accuses Sheriff Noel of presiding over "a systemic failure" that included lack of training for his jailers, lack of supervision and lack of adequate security.
"These systemic failures allowed numerous male assailants to have free run of the Jail for several hours, resulting in a night of terror," the lawsuit reads.

The sheriff’s office and attorneys for Sheriff Noel and the other victims did not immediately respond to requests for comment.
"The [sheriff's office] fired one of its officers, David Lowe, after video surveillance showed him allowing male inmates access to security keys, and after he reportedly admitted [he] 'intentionally placed himself deep into the pod with his back to the door to allow inmates access to the open pod doors,'" said Stephen Wagner, an attorney for eight of the victims.

Lowe was fired within days of the attack and is facing felony criminal charges in an Indiana court in addition to the federal lawsuit. The criminal trial is set to begin on Nov. 1, court records show – although it’s already been rescheduled multiple times.
He has pleaded not guilty.

From a female perspective, this was done to punish the females for something. Done to make them more biddable or get them to surrender to something that they had been standing up to.
And every jailer that was on duty that night should be fired.
And wtf, is there a joint male/female prison where something like this could occur?

County jails here are joint male/female facilities, typically there's a fire wall between the men and women units.

Every jailer that was on duty that night, that knew about this, and did nothing to stop the carnage, should be taken out and hung from a tall tree with a short rope.

That's one messed up jail. Criminals guarding other criminals. They'll all be fired and then, with the current employment situation, the sheriff may not be able to find "qualified" people to run the jail. Of course, this incident might be the result of that.

Not saying it was right, but if some of the female prisoners had been giving the jailers a lot of grief, then they could have decided to let this happen and turn a blind eye to get back at some bitchy prisoners. They, in their official capacity, couldn't do this but the male prisoners could.

No matter how obnoxious the women were, they did not deserve this treatment. Locked up, totally defenseless and 100% victims this was beyond evil. Bad enough to be in jail (no matter how deserved) and at the mercy of the justice system and then to be assaulted by evil men while those paid to protect you watched and did nothing. Every person involved should get maximum prison sentences.

That sounds like certain sects/religions that punish and/or kill rape victims; in this case it was not capital punishment - but still a depraved response to the depraved crimes.

this is why every person who was in authority to stop this should hang! period!

Most places, the inmates of both sexes are very predominantly NAMs. For a large percentage of them, a weekend of rough sex is just like a fight, not nearly as big a deal as it would be for a suburban UMC delicate flower, if there are no permanent consequences (maimed, get HIV, get multiyear jail sentence, etc.)

Likewise, guards and cops have in their ranks a LOT of tattooed thugs and other hard cases these days, with disproportionate percentages likewise NAMs.

This was Jeffersonville, directly across the Ohio River from Louisville which has been a seething hotbed over Brianna Taylor shot in her bedroom. The details on this are heinous. There is nothing to stop this from happening at a nursing home or intensive care unit in a hospital with an unscrupulous security guard leaving a pre arranged door propped open and go on a midnight shift meal break.

"....Further, the investigation seems to indicate that there was a systematic plan by individuals who were incarcerated that evening to develop the narrative. The lawsuit states: Then, one of them raped her as the others threatened her to keep quiet, the inmates allege. The woman contracted genital herpes as a result of the rape, according to the lawsuit. Another woman who was raped became pregnant and later miscarried, William McCall, a lawyer representing 20 of the women, told The Post.
Even though the attack went on for more than two hours, no jail guards came to stop it, the suit alleges. Surveillance cameras were positioned in spots that would have captured the men entering the pod and their ensuing attack, but “not a single jail officer on duty that night came to the aid of the Plaintiffs and the other victims...."

The story has gone national in the last 6 days, CBS news did a piece 2 days ago. Its not going away and in fact, worsening as more details emerge. Not that incarcerated of either sex are on anyone's Christmas card list, but to be a white woman busted for meth and get gang raped by black inmates allowed to run loose is not a teachable moment. If a message was meant to be sent across the river: not to f*** around or you'll find out in Clark County, its loud and clear things are out of control down there.

There is high dollar for authentic child porn, rape porn and snuff porn. Nobody sells their soul out for a mere $1000, the risks were enormous as the facility was honeycombed with cams, so there had to be a much bigger incentive to do this.

All it does is ADD to the cauldron of racial unrest in Louisville, volatile situation building.

I wasn't blaming the victims. I was just giving a possible reason for why it happened. In my post I said it wasn't right and I referring to the jailers as "criminals" in the "criminals watching other criminals" because they are when they allowed this thing to happen.

Rape is a crime of violence not of sex. Sex is the weapon. Even a prostitute who is raped is a victim. Just because she sells her body, she can choose her John and still has the right to say no to anyone. Just because she is a prostitute does not mean any jerk who wants to can rape her. Side note: I wonder how many of the Johns are in jail for prostitution because both sides commit a crime in that transaction.

It is not right to deliberately mistreat a prisoner PERIOD. Obviously, a guard has the right to do what is necessary to defend him/herself when attacked, but that is an entirely different scenario. Recently an acquaintance who is a prison guard has his nose broken by a prisoner. This gentleman is quite capable physically of ending someone without resorting to weapons, but he did not do more than he had to to subdue the prisoner. Pretty sure the prisoner will end up with another 5 to 10 years inside.

One of the episodes of "60 Days In" was filmed in cooperation with Sheriff Jamey Noel and the Clark Co. jail. In the show, citizens volunteer to spend 2 months in jail undercover to try to find problems/solutions within.

That follow-up episode just happened to air at the same time as this story broke. Noel and one of his guys, along with the group of participants discussed their experiences. Noel said something about hoping to be able to improve the prison with the info that the participants provided during their time in.

One of the citizens got too chummy with the inmates to suit Noel, thought he fit in too well. That guy went in thinking he'd like to become a cop and hoped being in for a while would help him in the future. Instead, when he was done, he changed his mind about becoming a cop and decided he would be more useful in working in a field aimed at keeping people out of prison.

As a side note, there were/are a couple of separate suits filed by persons alleging they were wrongly charged by Clark Co. They are claiming it was known that they had the wrong person but went ahead and charged them anyway.

As a woman, I’ll go ya one further and say shoot every male involved. And if the legal system won’t do it, maybe some of the women have family members on the outside who give a rat’s ass about them. SSS

How do you know only men were involved? A prison that routinely holds multiple women inmates would have a fair # of women guards and other female employees. As HC has noted, a TON of money in bribes was potentially available, given the price authentic rough movies can bring, easily enough to corrupt many women guards the rest of the way. Likewise, there ARE lesbians in this world, and a rough-and-tumble low-femininity job like prison employee can be expected to disproportionately attract them.
So, if any women were involved as other than 100% pure innocent victims, they should also be all shot (either legally after a proper trial, or if the "right" verdict isn't reached, then informally), correct?
